Who makes the frames -or- where can one purchase the frames?

As far as I know, there are only four companies which market a 4x110mm frame:

1. Liberty Frames (Ion 110, 195mm spacing)
2. Bont (M-frame 110, 3-point only)
3. Powerslide/Core (XXX 110m, 195mm spacing)
4. Mogema (M155-XRR, 195mm spacing)

There are a few more which market a 110mm hybrid, though:

1. Tru Rev (Switchblade or fixed, 3x110mm 1x100mm, 190/195mm spacing)
2. Viper (Iron Bridge, 3x110mm 1x90mm, 165mm spacing)
3. Liberty Frames (Ion Hybrid, 3x110mm 1x100mm, 195mm spacing)

Here in Melbourne Australia, 110mm is outlawed in competition, and this is the case also with the CIC:

Art. 20 - Skates

Skates with two pairs of wheels fastened parallel to each other or skates having a maximum of six wheels, fastened in line are permitted. The maximum diameter of wheel must not exceed 100 mm. The skate must not exceed 50 cm. in length. Skates must be firmly attached to the shoes and axles are not to protrude from the wheels. Brakes are forbidden. Clap skates are allowed without propulsive gear.

You might bear this in mind if you are buying with the intent to use the skates in competition....

In USA, the only competition which I know of prohibiting 110's is certain categories in Outdoor Nationals. Similar is true in Canada, and I think most of the remainder of the world. The CIC rule quoted applies only to world championship compititions (and perhaps WIC, I'm not sure). Of course any governing body may choose to adopt CIC, and many do without the 100mm limit.

I believe Mogema is out of biz, but they were bought up by someone else, there are details in the InlinePlanet somewhere, sorry I am feeling lazy about looking now. (That and I really have to get some work done at some point today or its gonna be hard to get time off for the 24hr skate in Montreal.) That said I know you can order the 4x110 from The Skate Guy, at least a few months ago Tom, The Skate Guy, was still able to get them.

Leading Mogema personnel have formed Cado Motus, but information about it and it's products are more rumor than official announcements. The company's web site is a link to a wikipedia article, which is a very interesting concept from a publishing perspective, because anyone can say anything there. FWIW, here's what's claimed to be their 110 frame:

Very interesting! Someone using the MachV logon posted that pic in the Hyper forum Cado Motus thread (which is where I got it from). They didn't say what it was, but posted it in response to someone who asked to see the Cado Motus frame on a boot. That's why I said it was "claimed to be", not is. And perhaps the intent was only to show a sample of a 110 frame on a boot.

That was the intent on the Hyper board. It was to also show that mounting a boot to a frame will not tell you much about the fore/aft position. Each bootmaker has a different way of how the mounting block is set. A frame can be designed with the wheels more forward or to the rear of the skate.
The original Hyper poster wanted to see a picture (Cado Motus frame/boot combo) to gage how much wheel would sit at the rear of the skate.

Australian racing rules permit up to 6 inline wheels. Having said that, I haven't ever seen a 6-wheel skate in person. I *think* that in the early 90's I saw some photos of Dutch skeelers with 6 wheels, but that's so far in the past that I wouldn't rely on the memory :-)

6x80 were used at Duluth a few years ago by one person, perhaps more people and/or more races. They looked fairly normal. The person who I know used them is a serious and good skater, not someone to do something just to be different.

This was my bad, because I was badgering someone to post a photo of the frame mounted to a boot. It might be a moot point anyway, because I mount my current frame in the front row of mounting holes on my boots. (had to use the old dremel to grind a channel for wheel #2 to run without rubbing.)

No worries guy.
I'll let you in on a little secret. When I ordered the boot in the picture, I had Simmons chop the rear set of holes off the front block so I could use the front mounting holes. The 4x100 frame that I was previously using had too much to the rear. The 4x110 frame pictured is mounted in the 2nd row of holes and it works out just right. The normal sized mounting block would have put more wheel in the rear because of the 3rd set of holes.

That's why I said you can't tell by a picture.
