The king pin is NOT tightened in the pivot cup. The pivot pin is tightened into (or loosened out of) the pivot cup after the king pin is adjusted to get the right action response.

The bigger problem is was referring to is not sk8 related.....

No one should buy a set of used sk8s and expect to just jump in them and go..... 98% of the hundreds of pairs of used sk8s purchased by me have had issues....

I'm sure they were expensive. Snyder plates certainly are not cheap....
Get the Allen wrenches, follow the directions making the required adjustments and go sk8....
