Just about anything will work as kids have amazing balance and can adapt very quickly. If she's just starting out then something cheap is a good choice to see if she'll stick with it. I started on art skates which helped with the higher cut boot offering good ankle support. Upgraded wheels and plates followed as I got better. Then after I decided I really liked skating, low cut speed skates were the next step. You can usually find a good basic starter set of skates on Ebay or Craigslist. Or post a want ad on here, maybe someone has a decent set that won't cost you an arm and leg to get your daughter rolling.

Default Get 4 wheels

I saw a kid get the three wheel kind. He got so good that switching was torture for him. Of course he outgrew them and they only make smaller sizes in the 3 wheel.

I have a size 11 girls Crazy Skates that are in like brand new condition that I would be willing to sell. I bought them when my daughter was in a 9 and just left the stuffing in the toes until she started growing.

I am currently looking for a size 1 for her to upgrade her to as she has maybe a few months left in these.

I would go with a plastic plate and the lightest boot you can find. "Good" skates cost a lot and you get little return because they outgrow them; but more importantly, you don't want to weight down the legs of a toddler because the weight is a lot to a child that small and can turn them off of skating before they ever get started. So I recommend that minimizing the weight of the skate be your number one priority.

The other thing that tends to happen is, because the feet are growing, we buy skates a little too big. So it is even more weight and also not a proper fit, so the risk of turn off is pretty high.
